Manners might improve immensely if everyone knew they might have to engage in a shootout for speaking outside the boundaries of polite speech. :)

EDIT:
Ask the Australians about having their guns confiscated and the increase in crime that is going on. As long as criminals know they don't have to woory abot being shot by someone defending themselves, their bravery quotient goes up and up and up.
