OIL COMMITTEE

MINUTES OF THE MEETING HELD ON WEDNESDAY 31 JANUARY 2001
IN THE DEPARTMENT OF MINERAL RESOURCES

1. Apologies were received from Councillor J Birmingham.

2. The Minutes of 15 November 2000 were approved.

3. Matters arising –

(a) Environmental Forum – DMR asked SH in her capacity as Chairman of the
Environmental Committee to enquire as to whether arrangements have been made
for Professor McIntyre’s planned visit in February/March to chair a meeting of the
Environmental Forum. It was desirable to organise at least one visit per year. SH
said she would report back.

(b) Continental Shelf – DMR informed members that a meeting has been arranged
for 2nd February at the FCO to progress matters. Councillor John Birmingham
would be attending on FIG’s behalf.

4. Offshore Exploration – Marketing Events :

(i) AAPG, June 2001 – Denver, Colorado would be the location for the annual
AAPG Conference. DMR and the Oil Statistics Manager will attend along with Dr
Phil Richards of BGS. DMR invited a Councillor to accompany them and extended
an invitation to the CE who will consider attending. SH said she would consult
Councillor Birmingham as Chairman on his return next month and confirm at a later
date who would attend. The Committee approved for the Oil Statistics Manager to
accompany Dr Phil Richards on a field trip associated with petroleum geology
before the Conference. There would be no charge to FIG for a place on the field
trip.

(ii) SEG, September 2001 – San Antonio, Texas is the venue for the SEG event this
year. Dr Richards has recommended attending a SEPM Deepwater Conference in
Houston in preference to the SEG as he thought this Conference more beneficial.
Meetings with oil companies could be arranged during the visit. The Committee
approved attendance to the SEPM. 5. Second Geological Brochure

The Committee agreed production of a second geological brochure entitled “The
Falkland Islands Landscape : Stoneruns” by Dr Phil Stone. Costings for this
brochure have already been included in the draft Budget. The estimated cost of
producing the second brochure would be £4,364 for 5,000 copies.

6. Date of Next Meeting

Wednesday 21st March at 1.30pm.

The Chairman then asked all press and public to depart.

1. Exempt Minutes of 15 November 2000 were approved.

2. Budget : Department Baseline Budget 2001/2002

Matters regarding the Department’s Baseline Budget were discussed.

3. Survey Activities

The DMR briefed the Committee on the recent 2D seismic survey carried out by
Veritas DGS on behalf of IPC (Lundin Oil).

4. South West Atlantic Hydrocarbons Commission

Members discussed various matters regarding the South West Atlantic
Hydrocarbons Commission.

5. Open Door Licensing

The Committee discussed Open Door Licensing matters.
