What that article said was that we have been bombing on a regular basis but Clinton didn't make a big deal out of it with the press to keep other Arabs from getting excited. He kept it quiet. Bush has made a big deal out of the raids so we are now in the public eye internationally. The raids were called routine cause many were conducted in 2000 alone but without all the fanfare.
