it means bear fund assets divided by bull fund assets gives a ratio of 0,14 currently, or expressed differently, only 14% of all dedicated Rydex stock fund assets are positioned bearishly, while 86% of fund assets are positioned in bull funds. this does not include monies in money market funds.
