U.S. Says Chinese Officials Aided
Iraq With Its Air-Defense Systems

WASHINGTON -- Chinese military and civilian officials, in a clear
violation of United Nations sanctions, were helping the Iraqis install the
air-defense systems around Baghdad that U.S. and British jets bombed
last week, a Pentagon official said.

Chinese involvement in such a critical military project underscores the huge
challenge the Bush administration faces in attempting to strengthen
international resolve behind the U.N. sanctions regime against Iraqi
President Saddam Hussein. China, one of the five permanent members of
the U.N. Security Council, has long criticized the U.S.-led campaign to
crack down on Iraq.

Pentagon officials said the Chinese workers
were specifically helping Iraq install
underground fiber-optic cables as part of a
state-of-the-art command and control system
to help protect Iraq from enemy aircraft,
including U.S. and British jets that patrol the
no-fly zones over northern and southern Iraq.
Some of the cables were operating at the time
of the airstrikes Friday night, the official said.
