Companies of INTC's size generally have distinct Capital and Expense budgets.

Discretionary spending almost always relates to the expense budget - fewer donuts at meetings, fewer consultants to tell you what you already knew, less travel, hiring freezes, less overtime, etc.

Capital budgets cover investments in the corporation's future and tend to be held a little more sacrosanct. ... at least in the first go around.
