I don't know the specifics, maybe Ten could help, but I think the last time Intel went into cost saving mode was in 1998 during the "Asian Flu." The problem with the 1998 cuts is alluded to in several current press releases (one example is: yahoofin.cnet.com )

... in late 1999/early 2000 Intel was short manufacturing capacity. It looks like Intel is trying to cut costs where they can but preserve capital investment.

I would keep an eye on Intel's "other" businesses as well. Any ventures Intel is currently engaged in which aren't showing a profit (or don't have a clear path to profitability in the next year or two) may also find themselves on the chopping block. Now may be a good time for Intel to focus its communications strategies and dump facets that are heading up dead ends...
