I believe it goes a bit deeper than "DEA fears" for most good doctors. Seems to be a bit more the whole "do no harm" idea pressed into them from day one. Addiction is afterall a great "harm" in a person that is expected to have any chance to recover. My mother's Dr.(prior to her passing from cancer & & & .....) said they simply are not well educated in the science of pain management & far to little research has been done into pain. He said while much repair of injury is (his words) "right out of star wars", the fight against disease is stuck in current time, and the war against pain is near stuck in the early prior century.
