That is an assumption that vendors cannot afford to make. While it makes little sense to change vendors on GPRS upgrades (from the primary GSM vendor), there are multiple facets to selecting UMTS gear that have nothing to do with the preexising hardware be it GSM or GPRS.

Price, operator satisfaction or lack thereof with vendors and air interface performance are some. In addition, GPRS average throughput on live GSM networks is around 10 kb/s. Not anything to write home about. So the GPRS vendor may suffer from a latent image problem when comes to purporting to deliver higher rates.
