Even discussing new voting equipment is not the heart of the issue. The main issue -- the one Gov. Bush most wants avoided -- is the shoddiness of the Florida count. For most counties, if the machine couldn't read it, it wasn't a vote; and it didn't matter how many votes were machine unreadable.

It's instructive to compare the Florida brouhaha with the Washington State recount. Why didn't the Washington State recount degenerate into a blizzard of lawsuits? Because elections officials had counted all readable votes the first time around by machine and then by hand if the machine couldn't read it. There were no uncounted ballots to fight about.

Thus the Washington State recount was just that, a recount of the same ballots that had been previously counted. It proceded in an orderly fashion, even though Washington State used the same mix of punchcard and optical scan systems that Florida did.
