Yes, the sentence is a real magic. My reading is:

The things we should not do are: [...]
- to intentionally propose something as a standard and quietly have a patent in our back pocket.."

So, in this readings, un-intentional proposal of
the standard would be fine.

Then, "I am unaware of us doing any of this or of
any plans to do this."

Who are "us"? This e-mail is apparently a progress
report from JEDEC meetings directed to management,
so "us" should mean the members of his team, and it
should be interpreted as his team is following the
rule not to propose anything.

In any case, a company leading engineer is trying to
warn his management about possible problems of "not
to speak up" at JEDEC. They did not listen.
It is a fact that Rambus did not "speak up".
So, ether Rambus did committed the fraud,
or their patents are unrelated to SDRAM.
In both cases it is a lose-lose situation.

Do you happen to see the management response
to this warning? I guess it is conveniently "not
found" in Rambus e-mail archives..

Is Mr. Crisp still with the company, or was fired?
in 1996 I guess...
