Could it be that by not being a part of 3GPP, Qualcomm was not invited?

There were two disturbing things about that article....

1) NT and Samsung are among the companies that work most closely with Qualcomm (along with LU). The fact that they are participating in trials without Qualcomm (who now seems comitted to W-CDMA) is dissapointing.

2) Much more disturbing than trials was the line about Samsung models debuting with Prairiecomm chipsets. It seems like the entire top-5 of mobile handset manufacturers has tied up with chipset suppliers....none of which are Qualcomm.

IMO...this stuff matters. Q's chipsets may be the best, but it takes a long time to design handsets around them. Once a vendor committs to another supplier it will take time to lure them away.
