Who has appellate jurisdiction?

The winner:
1. Picked only 1 stock that was up, and that was because of an erroneous quote, and it has not traded since God knows when.
2. 4 0f his 5 stocks were DOWN.
3. Of those 4, 2 were down more than 50%
4. In spite of #1 being (erroneously) up 6100%, made only $37

And he won.
