FINANCIAL WATCHDOG ALLOWS ING TO INVEST IN TAIWAN

Feb 21, 2001, (Het Financieele Dagblad /FT World Media Abstracts via COMTEX) --
The financial watchdog in Taiwan has agreed to the planned acquisition by Dutch
financial group ING of $300m worth of Taiwanese shares. ING is interested in
shares in the technology sector of the island, such as Taiwan Semiconductor
Manufacturing and United Microelectronics.

ING does not have an office in Taiwan and will use the services of Citicorp for
the transaction. ING is not the only foreign investor that has invested in
Taiwanese shares recently. In the past six months, Taiwan approved requests from
the Norwegian central bank and a Singapore investment company.
