From your own link Scumbria,

President George W. Bush (news - web sites) on
Wednesday proposed a $1.6 billion, 8 percent
increase in funding for elementary and secondary
schools next year, as part of an overall $4.6
billion boost to the education department budget.

So that $1.6 bil is only the increase for elementary and secondary schools. It represents an 8% increase over what Clinton spent and its part of a larger $4.6bil increase. School are mostly a local and state responsibility anyway.

White House spokesman Scott McClellan said the department was slated for
an 11.5 percent increase in discretionary spending,

The overall Education Dept. increase is 11.5%. What do you think he should do? Increase it 50% in one year?
