LU must have worked out the loan agreement. Yet,

if they did, why not put out a press release ASAP to try to bolster the sagging share price?
Perhaps, they are working with S&P and Moody's , so that there would be a combination release: LU gets the loan, sees $7B inflow within a month from Agere spin-off, at least $4B inflow from (poetential) sale of Fiber unit, and credit ratings are restored up a few notches.
