Now there is a stretch. Are you sure that it is low pay or is it union rules which prohibit the school district from firing inept teachers. IS the quality of kids going in related to the quality coming out. Doesn't the motivation of the students in a large part determine the willingness of the students to learn? Doesn't motivation come from many sources, primarily their peers, but also teachers and parents? Isn't that like saying better pay would have kept Bill from being a crook.

Speaking of government institutions and Bill; did you see in Bill's speech last nite that Bill said he was greatly "disturbed" Aren't people who are "disturbed" sent to mental institutions.
