First, they are not excluded. If they are indigent, there is Medicaid. If they do not qualify for Medicaid, they have access to free clinics and emergency rooms, by law. But most of those who are not insured are between jobs, or young people who do not get automatic coverage, and decide to forgo paying for it themselves, betting on their youth.
Second, you cannot possibly know whether SDI will work. It seems almost impossible that we are communicating in real time, in essence, on the Internet, but there it is.
Third, if the woman is working a factory job, she is likely to have health care. Most corporate employers provide coverage.
