Re: "How do you determine "equitability"?"

I prefer a version of the plan that organized labor (and others) now pushing: Let's give a $300 or $400 bonus to every person who contributed to America's prosperity in the '90s. The gal on the assembly line gets the same "bonus" as does the Atlanta socialite. Let's reward all Americans, not just those who are rich.

Here's an even better idea: Let's first tackle the problem of making corporations pay their fair share. End the loopholes, write-offs, etc. that allow a GE, for instance, to pay an 8 percent income tax rate (in 1999), while a family making less than a hundred grand a year is paying taxes at a 28 percent rate. After we've made the corporate heavyweights pay their fair share, then we give the middle class the tax cut it deserves ... instead of the "muffler money" being proposed by GWB.

We also can and should do far more to help working families with a kid in college than the present Hope Credit and Lifetime Learning Credit. Nice start, but let's go farther.
It's a huge strain on a family to send a kid to college. I know.
