Something is wrong here: IJ talks about WCDMA delay and, in what to me seems like a desperate move, brings up 1xEV for Europe. Qualcomm's director of strategic marketing:, "A key attraction for GSM operators right now, he said, is that 1xEV will be commercially deployed by the end of the year, and making money for operators in 2002." As if available handsets, modems would be a secondary issue.
Meanwhile, Nokia signed a contract a few days ago:

to deliver 3G to Telenor Mobil in Norway -in Novembe - this year!
""It was important for Telenor Mobil to get this agreement in place now in order to keep to our schedule for the UMTS-launch in November this year," said Ingvild Myhre, Chief Executive Officer, Telenor Mobil"

Go figure...
