Yes a base station(BTS in fact) can contain multiple channel cards and each card contains a CSM. The CSM is responsible for all those CDMA signal processing, mod/demod etc. The card itself is responsible for call processing etc.

So if you look at the CSM5000 series, they can handle more calls therefore increase the capacity of a single channel card.

As for how many channel card you want to have, it really depends on the network management. Add in card into your shelf and you will have more capacity.
