That has been used an excuse to hold teacher's salaries down for the last 20 years.

Teacher's salaries havn't been kept down for the last 20 years. They perhaps started from too low of base but they have increased in real terms. I know they have in my area. Here is a link with some hard data from another part of the country.

This doesn't mean teachers are overpaid or even that they are not underpaid, but it at least shows that teacher salaries are going up.

Here is someone that would argue against your opinion about teacher salaries. I'm not so sure I agree with him but I'll post the link anyway.
