Windows 98 comes with a utility that will do the conversion. Further information about this was stored in brain cells far too near the end of their usefulness.

Type FAT32 into Windows 98 Help.

As I remember, the utility supplied with Win98 only converts to FAT32, and won't convert back to FAT16.

P.S. Floppy disks are FAT12.
