There are many more ways to accomplish this goal besides project head start Why doesn't Bush tell us what those ideas or ways are? Because his promise was a sham. The #1 goal is his tax plan and everything else is sacrificed for that goal. First, he pays back the wealthy contributors to his campaign. Then, if there are some crumbs left, he gives those to the poor. With a huge surplus, there is no excuse for not funding a successful program like Head Start.
