If George W. Bush is ethical he will keep all the campaign promises he made. He will submit a budget in a day or so, likely it will include selected changes from his campaign promises. Soon he will renege on his promise not to use Social Security surpluses for anything other than debt reduction. He is also using budget surplus projections based on 3-4% economic growth to justify his tax cut. Out of the other side of his mouth he says we need the tax cut because of the coming recession. Last time it was explained to me a recession meant negative growth as in minus numbers. If were gonna have a recession then the surplus numbers are already way overly optimistic. I don't think that kind of political budgetary BS is very ethical. Clinton on the other ran essentially intact every policy he put forth in 1992 campaign and continued these policies through 2000. But I guess for some people ethical only applies to personal behavior. Running a country and the world's largest economy using strong business ethics I guess don't count much to folks here. So Clinton's policies were ethical and creating great economic benefit and his shorts were unethical. So far George's shorts are very ethical and his policies are looking ethically very short.
