Dear Kennie, What retard would be wear rose colored glasses and pretend that 30 years of programs can make up for 300 years of suppression.

30 years of the programs of welfare has debilitated the opportunity of the poor more that all the previous years of suppression. The focus on defining the law better to give all equal protection and the competitive assimilation of all races has lead to an unprescidented and continuing higher level of racial equality. But public schools in certain areas are shuffle holding pens and do nothing for education.

So the President Bushes plan is simple, give money directly to those who are responsible for the education process and also put in place means to measure the competence of those given the money. 100% pure American no-how common sense.

The problem is it leaves little in the way of discretion for corrupt demorats to divert the money for patronage.
