"The FCC wants to take spectrum off broadband and allocate it to 3G."

What does this mean? Does it mean that the sculptors of the 3G model anticipated this move all along? Or, is this some kind of bailout measure by the FCC, because the industry over-shot and simply did not design around the parameters that were dealt to them at the time? Is more bandwidth something that an individual dominant provider needs? Or is it intended to make room for more players in the same market? Finally, with spectrum re-use and other measures available [such as the dynamic antenna technologies we've discussed here and elsewhere], is more spectrum an absolute requirement for the success of 3G, or is it simply a smoke screen measure, like a placeholder, that will take another eon to fulfill?
