Heinz, was part of the "quid pro quo" of certain firms agreeing to be part of PPT....a guarantee that they would get "dibs" (first rights) on government bond issues...or something of the like...? (in addition to front-running)

Also, is Goldman Sachs still one of the leaders, or has that changed since Rubin left? Do you know who the leading banks "supposed" are..? TIA
