Such a law would have the following general themes
which I have actually mentioned in an earlier post
in reply to someone else.

The person could be forced to donate blood only if all
of the following conditions are met:

1) The person is directly and intentionally responsible for
causing the victim's life-threatening condition.

2) The victim has no other recourse and will otherwise die.

3) The forced donation would not kill or permanently injure
the donor.

Of course, this is for the benefit of others who may be reading.
You do not acknowledge any difference between "victim" and
"attacker", so you can not intelligently comment on this.
