are you asking if there is a way for the data to be recovered if you've deleted it in DOS? because if you are viewing this from a security standpoint, as in, are my deleted files truly gone if i delete them in DOS?...

... then i believe that the answer is no, they are not gone and yes they can be recovered. i think that wiping the free space on the disk is the only way to begin to think about a file being gone for good. it must be overwritten in some manner.
