When I was in an urban planning class, Houston was given as an example of hodge podge/inconsistent zoning. The example that was used was a church near a house of ill repute.....no, that is not typical zoning. Ultimately, the church prevailed.....surprisingly.

In any case that's what I thought opal was referring to [that kind of zoning] when she made her comment.

That's not to say that zoning is all that effective in other cities but Houston seemed to take everything to the extreme at least in that arena. And anarchy can make for some very bad combinations like building a sewer plant next to housing. Then again some say anarchy reigns in SF and NYC but they are two of our most popular cities.
