If relationships were valued we would have better relationships.

I agree. I think another part of the problem is that we confuse the institution of marriage with the relationship. They used to be the same thing but they aren't any more and we haven't figured out how to deal with that. So we try to deal with the relationship problem by addressing the marriage problem, which is close enough to be distracting but too far away to be effective.
