It there's a world of difference between accomplishing nothing (your first criticism) and not solving a problem (your current criticism).

If you can find a hair's width of difference between "accomplishing nothing" and "not solving the problem," you should be able to see the YAWNING GAP between making marriage harder and providing instruction on how to be successfully married.

If you make marriage harder, a lot of people won't bother to formalize their family arrangements. The fact that these people are not formally married may take their problems out of your office, but it doesn't make the disfunction and its consequences go away.

Making marriage harder in the form of required marriage instruction would make a difference for those who either marry smarter or those who break up after realizing that they aren't suited to marry, but it may have a negative affect on those it turns off to the whole marriage process.
