If you can find a hair's width of difference between "accomplishing nothing"
and "not solving the problem,"

Come on, now.

I take blood pressure medication. It doesn't solve the problem, but it certainly accomplishes a lot.

People take Drivers ed. It doesn't solve the problems of accidents, but it certainly reduces them, accomplishing something.

I do things every day -- and I suspect so do you -- that don't by themselves solve a problem, but that help reduce or minimize or work toward a solution.

And if you truly believe that lots of people will decide not to marry just because they have to take a four hour class before getting their marriage license -- well, you can keep believing that. And if you want to believe that those people would have had successful marriages and done a good job raising their children if they had only been able to get a quickie and easy marriage, well, you can believe that, too.

But I doubt that you truly believe either one of those things.
