You are right that agriculture is not maxed out. but some places water is, and has been except for sucking other places dry. It is not just technique, but location. And farming depends on the weather. You are at the mercy of it and know it every day. There are scientific ways to get around that, but we have to move them forward, and implement them, if we are to avert disaster. and many parts of the world are already living their disaster. Peach trees are budding early here because of a warm spell. Either a late hard freeze, or a summer drought, will kill the crop. Boom. Farmers out of money. People paying more for what few peaches there are.

Many things make sense as a precaution. You don't wait until disaster strikes. Ask any farmer who has been ruined by a drought.
