Perhaps we would as well off, or better off, to penalize the parents of failing children, if we are going to penalize anyone.

If your car insurance provides poor service do you consider it penalizing your insurance company if you switch to another? If you do, do you consider it unjustified or mean when you switch? Do you think you should be forced to stay with them when they do provide poor service?

True a lot of the blame for students lack of a good education has to be placed on the parents but I submit that good parents or bad the quality of educational services that a lot of students are getting from the public schools is not so good. The schools exist to provide an education to the students and if they don't do a good job then the students should be free to go somewhere else to get an education. Parents relationship with their children is more fundamental and parents are not organization specifically created for the purpose of educating children.
