It's 15.3% total. Carved up several ways. You see a text of the speech? I just caught the end of it and wasn't paying a bunch of attention as I was about to throw up hearing him raise the issue as a major administration objective. Anyway, I agree with you that it sounded like 2 points of the 15.3 points would be up for grabs, though there is a lot of wiggle room as to what he really meant.
