i would agree with that. as someone mentioned on LW, had he admitted publicly that the stock market was in a bubble, he would have been widely expected to do something about it. likewise, his refusal to regulate derivatives may stem from a desire to not see derivatives 'institutionalized'. he probably thinks it best if the market takes care of them by producing a financial accident.
