Value Line on the 20th of Feb. upgraded their asset allocation model:

Our asset allocation model has become more positive about the outlook for equities. We now advise placing 80% - 90% of your portfolio in stocks ranked 1 or 2 for Timeliness with the remainder in cash reserves or Treasuries.

For those of you who don't follow VL, they have had an extraordinarily successful long-term investment strategy model for decades. By many accounts, it's the most successful one ever devised, and is often used in finance courses to refute the Efficient Market Hypothesis. Bear in mind, it's a long-term model, and doesn't mean you will make money next week, only that this is about as positive as VL ever gets, and to my knowledge, they have never been wrong on bottoms. They have had some iffy calls near tops, but never failed to call the bottom. In other words, it's too late to get out, and starting to be time to get in, for those who are out of the market.
