Yes, LOILY is very cheap. But note that 287 million boe reserves / 102.9 million outstanding shares = 2.8 boe per share!
When the not yet proven Thar Jath oil reserves in Sudan are added, the number increases to 3.75-4 boe per share.
Add to that the proven and probable gas reserves in PNG, and we have around 5 boe per share.

Market Cap yesterday: $222 million
Confirmed reserves: 287 million boe
Reserves including Sudan and PNG: 500+ million boe

Market Cap / confirmed reserves = 77 cents per boe
Market Cap / reserves (confirmed + Sudan & PNG) = 44 cents per boe
