Right clicking on the title bar of a partially opened window brings up a menu that contains the move command,in turn that action or command, if you will, turns your mouse pointer into 4 arrows.

When used for resizing the 4 arrows turn to 2.

The "move" action is used to drag open a partially opener window or the dividing border of the main window on a page that contains frames.

Left clicking on an open space should restore your mouse pointer to default.

If all else fails reinstallation of your mouse software is fairly painless.:)
