A panel of judges has found that Norma Holloway Johnson, chief judge of the federal court in Washington, spoke falsely when she said she had no advance knowledge of indictments in three Clinton-related criminal cases.

The panel said a number of prosecutors specifically recalled discussing the indictments in advance with the judge in her chambers.

But the panel of judges found merely that Johnson's recollection was "incorrect" and that she had done no wrong when she personally assigned those cases to judges appointed by President Clinton. Normally, cases are assigned at random by a computer.

The three cases involved charges against Clinton friend Webster Hubbell, and against fund-raising scandal defendants Charlie Trie and Pauline Kanchanalak. The rule allowing the chief judge to assign cases personally has since been abolished.
