Q and Nok are negotiating. Nok needs a 3G license with Q. I don't think anything will happen until nok is ready to to sell wcdma stuff. They may sign up if they want to sell 1xev stuff sooner.

I don't think Qualcomm particularly cares that much anymore.

As far as their relationship, I think its pretty adversarial
