"What is wrong with raising and lowering taxes as you need them "

Lots. It makes it more difficult to make long term plans, businesses in particular like to have a predictable tax environment. It also opens the possibility of corruption as far as whose taxes get cut and whose gets raised. The temptation to manipulate the situation so that one groups taxes always get cut and someone elses get raised is very strong.

"He is happy with the sevices he gets for the taxes he pays"

Good for him. Now if he were a prison guard and looking at getting any potential of raises frozen until this tax mess is sorted out, he might be singing a different tune.

"At least the corruption doesn't appear to be as bad here as in Wash."

You might be surprised. Corruption is a lot easier on the state and local level than it is on the federal. Usually less controls and smaller amounts of money are needed.
