Draft report says generators charged too much

Power generators overcharged wholesale customers for electricity by as much as $550 million in December and January, according to a draft news release issued by a key state energy agency.

The California Independent System Operator, which manages most of the state's major power lines, determined in a preliminary analysis that generators have sold electricity at rates above levels considered just and reasonable.


Of course, it all depends on what your definition of "just and reasonable" is. What is a "just and reasonable" rate for Microsoft's products? Intel's high-end processors? A hot dog and fries at a Blazers game?
