Software engineering has seemed to be a euphemism for glorified clerical work for some time.

I'm personally pretty pessimistic about any real progress leading us out of the morass, what's probably going to continue to happen is something similar to the weed patch evolution of normal spoken languages with reams and reams of "idioms" for doing this or that, very very flat and not too deep.

Java is certainly not going to save us, it's just "yet another"...

Will availability of many CPUs with high dimensional connectivity force some breakthrough in programming languages and productivity? It's a good question, there are surely applications that could benefit largely from this. But a good comfort level in network connectivity is also an essential ingredient to spur this development, that lags so far behind CPU speeds it isn't funny right now.
