At the annual meeting, it was stated that the spin-off should be completed by the end of Sept. Given current market conditions, it appears unlikely that QCOM will sell any shares to the public. Previously, the thought was that the company would sell about 10% to the public and spin the rest of the Spinco shares to the public 6-9 months later.

Apparently, IRS private letter ruling stating that the spin is tax-free has an "expiration" date of October 2001. Presumably, the ruling could be extended if needed.
