I don't know the details of your accounts (unlike Isoannoying) but my understanding is that IRAs cannot be margin accounts so buying power is not present. Its strictly cash but if you are talking about cash not being available because prior sells have not yet cleared, that may also be a selective policy among brokers. I have bought many times with cash that hasn't yet cleared.
