Yep, can't imagine anyone more qualified to deal with local problems than local people... weather they like it or not. <They couldn't handle it then...so what's changed?) > Just human nature... there was a federal program there to put their hands in so what do you THINK they did... grab what they could for their states before someone beat them to it... infact it could be argued that NOT doing this would be a breach of feduciary responsiblilty to the states taxpayers as other states moved in. <Security guards?> Yep, got 'em. Lot's of domestic help around here too... lot's that I know of get their kids that I know are getting put through community college as 'bonus'... with no charitable tax breaks in return. Turns out lots of rich people are "60's children" at heart. DAK
