Check this out, and consider that it includes a 40 gig hard drive and DVD player (worth at least $100 more than your "reference" system.

Add a 19" M991 Gray Monitor (18.0" viewable) for only $249

This system features:

Dimension 8100 (Midnight Gray Chassis)
Intel® Pentium® 4 Processor at 1.4GHz
128MB RDRAM
32MB DDR ATI Radeon 4X AGP Graphics Card
40GB1 Ultra ATA Hard Drive
12X Max Variable DVD-ROM
Turtle Beach Santa Cruz DSP Sound Card
Microsoft® Windows® Millenium Edition and Works Suite 2001
3-Year Limited Warranty2

Of course, the reason it's so cheap is that it's a returned refurbished system - evidently Dell has so many returned P4/Rambus systems they are reduced to holding special promotions to get rid of them.

I wonder why so many returned P4's are available? If they're only a few percent of sales, and there is any demand for them at all, why are they the featured "returned" system?
